KINGSTON FILM & MEDIA PERMIT INFORMATION AND
APPLICATION FORMS

Please review as our permitting system has been updated:

Both your “Production Registration” form and your “Permit Application” form must be submitted before your permit will be granted. If you do not require a “Permit Application” for any City property, we still ask you to fill out the “Production Registration” form before filming begins. This form helps us track economic activity data, which helps us to continue to support our local filming community.

Permit applications should be submitted to Kingston Film and Media a minimum of 10 business days prior to filming. Any later and you will incur rush fees ranging from $100 for four to nine days prior to production or $200 for one to three days prior.

Kingston Film and Media reserves the right to deny a permit application if it is submitted without sufficient notice and the requests cannot be completed in a safe and timely manner. Permits will be granted three days prior to your first day of filming.

Filming notices must be handed out five to seven business days prior to production. Please use the “Filming Notification Templates” and fill them out accordingly. Local residents have until noon of the third business day to contact Kingston Film and Media with any concerns.

Should you require Parking Reservations or Road Closures, these permits must also be submitted a minimum of ten business days prior to production.

Should you only require a Drone Permit, please fill out the “Drone Permit” form a minimum of ten business days prior to your flight so it can be approved by Kingston Police.

Personal information on this form is collected under the authority of the Municipal Act 2001. The information is used to obtain consent for filming to process location film permit applications and for statistical reporting.

IMPORTANT INFORMATION AND RESOURCES

If you require a Paid Duty Officer to assist during production, please
visit https://form.kingstonpolice.ca/Request-a-Paid-Duty-Officer

Paid Duty Officer requests should be made at least 96 hours (four
days) before the scheduled start time of the paid duty.

If the production requires a road closure, contact the Kingston Film and
Media at least four weeks before the date of the closure. Kingston
Film and Media must have an approved film permit application on file
ahead of submitting a temporary road closure application to the City of
Kingston.

Insurance Certificates must have a minimum 2 Million general liability, and the City of Kingston must be listed as an additional insured. Where Road Closures are involved, a minimum of 5 Million General Liability is automatically required.

*Upon submitting your application, should your production have potential risks involved – 5 Million general liability may be required.*

Please submit all completed road closure application forms to matt@tourismkingston.com

You will find two different filming forms here. The one entitled, “Filming Notification” is for general use. This must be given to all residents in the vicinity of filming. The other entitled, “Road Closure/Parking Restrictions Filming Notification” is for all invasive filming where the resident’s day to day life is affected. Please use them accordingly.

Please submit all completed application forms to matt@tourismkingston.com for review before delivering to residents.

Kingston Police and Kingston Fire and Rescue Service must be notified
and provide approval for filming with SPFX, explosives, fire, smoke,
firearms and gunfire (blanks or squibs), etc. Please contact Matthew
Ing at Kingston Film and Media for appropriate forms:

The Kingston Fire and Rescue Department must be notified and
provide approval for filming using display fireworks, flame effects, and
pyrotechnics. Please contact Matthew Ing at Kingston Film and Media
